I know someone that spent almost 3 years in a comparable Chinese city trying to make a living. She was looked down upon by the local middle class business people, even being ethnic Chinese and speaking Mandarin fairly fluently because she was a native English speaker and raised Catholic in another counrty. She seemed to be relieved after she made the decision to leave. There are some pretty substantial expat communities in some cities to hang out with if you do not speak Mandarin but it varies city to city.
I have a relative that took a 9 month assignment in Taiwan and generally enjoyed it but a lot more people speak English there.
