Actually it only has to be bootable if you want to boot from it (which you might, if you needed to do a pure CCC recovery). If you feel safe enough with the backup image, you can (and if fact you have to) reboot directly from the 10.5 installer disk and press from there. Once 10.5 is installed, you boot in Leopard, mount the backup image, and then migrate.
