I think godaddy might have a free "sitebuilder" tool included with their domains. Not much flexibility in terms of layout/graphics, but should be enough to get you started, especially if you don't have other web hosting arranged.

there are apps. that allow you to use iweb and other servers--search macupdate or versiontracker for "iweb", and I'm sure you'll come up with several solutions.
