Wordpress.com. 100% free and easy to set up. Technically it's for blogging but will work for what you want as well.
If you already have .Mac you can just set up a site on .Mac.
Once you have a wordpress or .mac site ready then you can forward your new Go Daddy domain:
To use your domain just log into your godaddy account. In the setup panel domains -> My domains -> click on domain name -> Click on "domain not forwarded" -> enable forwarding and cut and past the .mac web address in the "forward to" box. -> click on the moved permanently circle. Done. Logout.
