If Godaddy has its own free site creator, that is clearly the No. 1 choice for ease of use.
Otherwise, I second Google Pages for a quick, nice page for a beginner.
It's easy. Here's the learning curve: you have to copy the code and upload it to your site via some free FTP program like Cyberduck. You just can't avoid learning the FTP stuff, so do it.
Also, for a page with just a few words on it, NVu (Kompozer, Seamonkey are almost indistinguishable) is excellent. If you take a few deep breaths and face it, you can set up one of those to FTP ("publish") directly to your site. The directions are a tad uneven, but it works.
And, easiest method of all -- take a friend to lunch who knows how to do this. In 15 minutes, he can have a page up for you and show you how in the process.
