Sounds like the temperature sensing cable has come undone from it's connector. The cable is located in the front of the mini, between the two clips:
When I reassembling my newly upgraded mini, I forgot about that cable and the fan did exactly like you describe.
I also concur with your RAM maybe not being seated properly..My mini would exhibit erratic behavior, the most consistent being random reboots. It turned out that I had a bad RAM chip.
