It's not that hard if you're driving in a unfamiliar area.
That's all the more reason to actually pay attention rather than drive on auto pilot.
I've seen a few instances of clutter over the years, but those that obscure signs or signals from view of a competent driver have been rare indeed, in my experience, compared to the number of drivers who "don't remember seeing any sign", etc.
