No way this is a practical law.
Cannot be enforced - my iPod/iPhone only contains my personal mp3s.
It's also a grey area when it comes to video files. There are ways to grab the video out from dvd players and recapture without DRM. That does not intentionally 'break' the DRM, and if you own the original DVD, you have the license as well.
