"Boughten" is regional. Because it's from Iowa and thereabouts, we look down on it. Were it used in Connecticut, it would undoubtedly be seen as charming and proper, if not a bit stuffy.
But yeah, you're right. The French have the right idea. Let's set up a government committee to decide what's official English, and what's not. Clearly, we're being dragged down by rural expressions that were introduced by nineteenth century immigrants.
