Where do you live that the cops are so useless?
I've called the cops in 4 states that I've lived in, requested that someone come out to file a report and had nothing but respectful responses. Not 911. Just their office numbers.
One cop showed up about 4 hours after the detective said he would. Otherwise nary a hiccup.
