No, because these new Macs do not include an analog signal with their digital output. The older DVI-I connection did. The new mini and laptops implement DVD-D (i.e. analog only) through the DisplayPort and mini DVI connectors.
So the cable that converts to VGA + a box like what Filliam mentioned is what you need. The box is what creates the composite or S-video signal. The VGA is analog video but won't contain the info the TV needs because like I said, it's not being supplied by the Mac.
And it probably won't look great. But through a 20-yr old TV it may not matter or be noticeable.
