I read that in the article, too. Do you want me to explain their inaccuracy? There were businesses that closed up because they could not get service. The CO (central office) had switches (like blade PCs-looking devices) that were not kept in stock at the time and had to be ordered/made. That took forever. The fiber optics were melted and in the large CO like that for the time, with no redundancy in the network, those connections took forever to re-run and re-join. I did not work at that office, but I visited there as part of my work. And I know it was reinforced with us at the time that complete service was not restored until about a year or so. Not sure what special connections/services there were, but I know it was not all plain POTS. And some FAA stuff ran through there.
