I like Paul's idea, and will extend it by suggesting if your UK friend trusts you to set up a paypal account you manage on his behalf which is be able to transfer funds directly to his bank, thereby avoiding the money transfer fees (although I'm no paypal expert to be able to warn you there.)

I believe during Katrina funds that were gathered via PayPal were actually Frozen at one time.

I think pRICE cUBE also had a problem with PayPal funds being frozen because of presumed suspicious activity.

Ah yes, PP felt we were committing money laundering for the mafia or terroristic activities. They do have the Gift feature now so maybe if everyone uses that they will northwest it. Best of luck for your friend.

Set up a free checking account here and overnight him an ATM card that links to only that account. You can deposit or transfer money in, and he can withdraw it from a local ATM. If he gets a sudden windfall, he can deposit money, and pay you back. Then cancel that card, get a new one, and send it where it can do more good.
My parents do that for an orphanage in Cambodia.
