I wouldn't even go so far as to worry about moral grounds. Sounds like a scam to me. Hells no. If you invoice for $400 and he pays 400, it's his. Don't put yourself out there. Report it. Always keep yourself kosher under ebay's protections. Vary from the norm, and they won't have your back any more.

Just realized the second invoice would just be on paper, slipped in the package. Still no. That's dumb, and, like Gareth said, the buyer doesn't need your help to defraud anyone. They can just do it themselves. Correct.
I told him I don't feel comfortable helping to commit fraud but what he does with my packing list/invoice is of no concern to me.

I sell some items that are very popular with overseas buyers. most often in Russia, China. I always states US shipping only, but I get messages asking about shipping overseas.

The way I determine if I am going to deal with it is I look at the bidders feedback and what they have been buying. If I am selling a collectable guitar and they have bought 14 guitars and dozens of guitar parts with excellent feedbacks then I reply to them that they are welcome to bid and I will ship to them.

Anything else I simply tell them I am not willing to deal with export for this item, sorry.

So if you bidder seems to be legit, let him bid, and if he wins, and you get paid by Paypal that gives you protection, and shipping to a verified address (Verified on Paypal) then ship it with a gift receipt.

One of the reasons I stopped shipping out-of-country altogether was international paperwork; I had sold a hard drive years ago to a guy in Europe, and the b.s. you have to go through is phenomenal. On those grounds alone I stopped, but this reeks of scam, plain and simple.
