“But the plans were on display…”
“On display? I eventually had to go down to the cellar to find them.”
“That’s the display department.”
“With a flashlight.”
“Ah, well, the lights had probably gone.”
“So had the stairs.”
“But look, you found the notice, didn’t you?”
“Yes,” said Arthur, “yes I did. It was on display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying ‘Beware of the Leopard.”

This is a company, utility, that needs government intervention, regulation, or something.

Probably simpler, easier and cheaper to move to Europe.

I tried getting set up with Frontier last week, but they fouled up the install order. Finally broke down and checked with Comcast at their B&M store here, and was setup with internet in a half hour, I'll probably live to regret it, but there wasn't much of another choice.

Just go to your local Comcast "service center", and handle the transaction in person. You'll get documentation on the spot. I know it's a PITA because they usually only have one location per city located in an obscure out of the way strip mall, but it's worth handling business with them this way.
Or, they want your 80+ year old mother to drive 35 miles to the nearest city with a service center, because they closed the only service center in her whole county, just to prove that her husband actually died 11years ago and, despite having dealt with and cashed her checks for those 11 years, she isn't able to cancel the service. I kid you not, this happened to me when I wanted to cancel my mom's basic cable service a few years ago.
I was the executor of my dad's estate and they said that I did not have the correct SS number associated with the account, so they wouldn't let me cancel the service either. I am 1000% sure it was his SS number, as it was what was on the death certificate, and then they even said another number must be associated with the account, even though the account was only in his name. They then insisted I could not email them a copy of the death certificate because the could not receive emails with an attachment, as it might contain a virus. WTF. I told them since they were an ISP this was insane, and they might want to invest in better security. They insisted I fax the 11 year old death certificate to them, then proceeded to give me a number that I found out was not a fax number, when I tried to fax the certificate. I finally got a valid fax number, after who knows how many calls. After I finally sent the damn fax I told them they could either cancel the service or go after my very dead father for the $20 a month, since I was pretty sure he was judgement proof, and he was apparently the only person they would talk to. There was no equipment involved, all they had to do was turn the service off. My mom still got a couple more bills, I told her just to throw them in the trash, but they finally stopped sending them. Ask me just how much I HATE Comcast.

When you have these issues, be sure to report them to your municipal franchise board, your state regulator, the FTC and the FCC.
And encourage your friends and neighbors to do so. It's the only way to get these clown companies ripping us all off to start behaving.
If they have legal or contractual obligations, they will respond accordingly. It's just unfortunate that momentary lapses on the part of their lazier employees result in so much wasted time for their customers.
I will, and probably Twitter as well since that's a public complaint.
