Looks a lot like a draincock from a car radiator. But could also be sprinkler related.
If it was from a car, though, no coolant in that car would be a giveaway.

We don't have sprinklers, so unless it blew in from a neighbor's yard, I don't think that's it. My first thought was some sort of radiator drain plug, but as mrbigstuff pointed out, I think by now we'd have noticed evidence of the result of it missing.
I can post a head-on pic of the head later this evening. It's basically just a hex head nut about 10 or 11mm, but the whole piece is plastic (except for the o-ring).
And yes, the o-ring looks to be in good shape, which leads me to think it hasn't been sitting in the elements for months.

If you want to drive someone crazy, place random parts like these in their driveway. Imagine the money they spend taking the car to the mechanic to get it inspected. What a prank would that be!
