OT-Loud Harleys in CA. Why don't the cops stop them??

I can certainly identify with those who have moron neighbors. Mine
tend to keep junk trucks in their back yards and have a doberman.
It's like living next to a junk yard complete with junkyard dog. They have
a punk kid (in his 30's now) who likes to come by and drive a motorcycle
down the street popping wheelies. Morons like this think they're showing
off and don't get that they're just showing how inconsiderate they are.
