Did it work ? Reasonably.
And that would be the main goal of a No Fly zone in Libya- to keep Moamar from bombing and strafing his people. Not to mention making a few new 'aces' in the USN.
Deny air power and ground warfare becomes a weapons availability issue. Deny resupply and eventually he runs out of ammo. Deny money and the mercs that he hired for him will quit. Eventually he'll just have his immediate family. It's basic siege tactics. And it works.
No it doesn't.
A siege mentality requires strong purpose, unlimited stamina and unrelenting resolve on the part of those laying siege, show us any where of those characteristics are available from any party possessing the potential to actually lay siege in a case like this.
