Why blue? Wouldn't white be better?
Blue has the most light energy concentrated in the spectrum plants use. They make others with blue/red mix with red supposedly being better for flowering. They also make blue/white mix but not sure why.

I'm going to guess that rosemary being a shrubby plant would require/benefit from having the top half of the plant pruned back the same percentage as the roots were cut back when transplanting for a balanced 'system' to lessen transplant shock.
Using some hormone rooting powder on the cuttings to start new ones should the mature plant not survive.
Cuttings alone might actually be the better solution if you have any success with it. The hardest part and where I have troubles is keeping the cuttings sufficiently moist 24/7. Growers have misting systems to eliminate the human errors.

Rosemary (like other mints) might be better grown in pots here and brought in in the Winter to a real sunny location.
Even in pots Fall would be a good time to root prune every couple years if you can't go to a bigger pot.

I've never had much luck with herbs and succulents indoors.
Without fail I over water.
