Page Plus Cellular question

Also, even though I have recurring billing I bit the bullet and decided to keep a balance of $20+ just so there's some buffer before I start getting bombarded with alerts to being out of money when things go wrong (e.g. one of their servers tries to get their other server to bill me at 2 AM but the other server is waiting for the housemeister to plug it in in the morning...)

She has very few text messages. Not as many as she has charges. Only one has a picture associated with it. I'm going to be watching her bill very closely over the next week. I still don't know how to determine who's fault it is but at least I can catch the charges before she hits zero balance next time. Once I figure that out I'll try the recurring idea.

Ok, she can receive a picture in a text via iMessage over WiFi, at no charge.
If she receives a true MMS, not over iMessage, she will have to have cellular data turned on, on the iPhone. You cannot receive an MMS, from someone not sending an iMessage, without cellular data being on.
To see if data is turned on, on the phone, go into Settings>General>Network>Cellular Data and see if it is set to Off or On.

Edit: also, remember, she will have a charge for each sent message and each received message.

I seem to recall that turning data off at PagePlus, rather than on the phone, is the way to make sure it can't be used on a phone. Something about "leakage" on the phone even when data it turned off, or some such thing.

There can only be data leakage on any phone, if data is enabled on the phone. If data is truly disabled on the phone, the phone cannot make a data connection. The leakage people are talking about is when data is turned on, but they are not actively using any data. It is then some operation that is unknowingly using data, in the background or for some unknown automated task, but again, if you really have data turned off, like you can on the iPhone, the phone cannot use any data. It is just like unplugging the phone from a data line, so it can't use what it has no access to.

My guess is that this is some glitch in the PP system, that is showing up as data usage, but is probably something else. If you want to be very sure that data isn't used, you can have PP turn off dat, and also turn it off on your phone. I think you can now turn off data access yourself, from the user account portal on the PP website. If not, then calling or online chatting CS should do the trick.
