Are you talking about a house boat, living in a boat in international waters, a marina...?

House boat usually has a permit they have to pay for, they probably have to pay property taxes. In a marina, probably not but you may not be allowed to live in all marinas.

you pay a real personal property tax (usually an excise tax) just like a car or motorhome.

The dock fees probably have the marina property taxes rolled into your rent. If that's the case no, there not deductible for you.

My Q is if you don't have a permanent address. Why does one have to pick ONE state to have a permanent address? That's old stuff. I mean, I can travel in my RV and live from place to place, why should I have to be governed by any one state? (or country for that matter?)

In 15 years living aboard, I paid no property taxes. Boat was documented in FL and also had Bahamian registry.
