It all depends on the workload. It's not entirely unreasonable for one person to have all these skills, but yeah we are talking about a web designer, graphic designer, motion graphics artist, social marketing, video editor, plus you have to have decent hygiene?  miley-excited001: Nobody ever talks about audio editing skills though... At least they are not asking for skills with Flash too.
For someone who really likes doing all those things this could be a dream job, assuming the compensation is there and the work environment is not too super demanding.

KNOWLEDGE AND CERTIFICATION, SKILLS AND ABILITIES
Knowledge and Certification
Required:
• 4-year degree in Graphic Design or Art Direction, Animation and Motions Graphics, Web and Interactive Design, or related field; and 5 years related experience
• Candidate must demonstrate a strong portfolio of design work, a solid understanding of layout, typography and storytelling techniques and smart UX sensibility
• Understand the role of creating content for specific digital platforms –mobile, desktop, commerce, social, and responsive principals
• Proficient working with HTML and CSS
• Understanding of JavaScript or other JavaScript based frameworks
• Experience with Wordpress Blogging Platform and Wordpress plugin development
• Experience with website optimization, browser compatibility issues, client server and internet systems architecture, design methodologies and object oriented environments
Skills
Required:
• Experience creating both innovative and attractive animations and GIFs
• Working knowledge of digital signage such as Carousel Digital Signage, Venus 1500, Janus and other content management tools
• Strong computer skills Microsoft Office, Windows, SharePoint and expertise in Adobe Creative Suite on a Mac platform including Photoshop, Illustrator, InDesign and After Effects
• Experience with video and audio editing software such as Adobe Premiere, Adobe Animate and After Effects
• Accurate and detail-oriented
• Highly organized and ability to adapt quickly to changing priorities

I currently do and/or have done pretty much all that, but tend to shy away from the hard coding and copywriting. Following a concept through to delivery requires a large range of skills and companies want to pay just one person for all that whenever possible. Of course it will be super hard to find someone who is really good at all those things, but usually there will be someone who is good enough.

The sense I get from that ad is that their agency is under review and they think there's some 24 year old Superman who can do 100% of what an agency can do for $38k a year or something.

and the reality is, they could probably find someone who would do it for less than that. But, to do it *well*, well, that's the part that costs a bit. The problem with that is -- do they care enough to pay someone who could do all those things well? :-)

or -- There was someone who worked there for years, and over time just ended up learning and doing all these things... and quit.
Now they need someone to do the same...
I see these "design" jobs on CL often -- Know the adobe suite, html, css and some other alphabet soup of things... for $14 an hour. $1 over minimum wage in CA.

The job listing looks like half the ones I have seen posted by the library where I work. Throw up a listing with as many skills desired and hope a candidate is desperate to take the low salary. In practice much of the time they either get someone who fudged their resume or have to accept a candidate who has a subset of the desired skills.

I'm almost surprised it isn't listed as an unpaid intern position, but as mentioned, the previous person in the position might have quit from overwork. Maybe scan r/prorevenge for stories from casino workers...
