I'm paying 19.99 for the basic 1.5mbps speed. Last year I tried to get re-rated at a lower rate, but was told it was for new subscribers only. Now they're advertising $15.99 /mo w/no contract all over the place, and nothing in the fine print mentions it being only for new subs.
Is it possible to get the penny-pinchers at ATT to lower your rate, or will asking only waste an hour of my life on hold?

So does 19.99 get you the mid-level now?

My uncle said that happened to him and he argued long enough with enough higher-ups to get it back to $15.
I would think telling them you'll use cable might help. Maybe, also, telling them you'll write the FCC.

Tell them you're calling to cancel. Once they send you to retention department YOU'RE in charge!

I don't think you need to do anything special to get that rate (actually $14.99 I think) other than call. It's their regular advertised rate, not a promotion. No contract required either.
If they won't lower the price (can't see why they wouldn't given the above but hey) then cancel, or at least threaten to cancel. I just don't see why that would be necessary though.

I just called.
AllGold's right, it's $14.99 -for 768kb downstream speed, a downgrade from the "Express" 1.5Mb I have now for 19.99 They also told me I could downgrade, then upgrade back any time w/out penalty. Takes 1-2 days for changes to go into effect.
I wonder if there would be any noticeable browsing performance hit for the $5/mo savings, other than when up/dnlding large files? For the moment I kept my 19.99 plan.

I have the "Pro" rated at up to 3.0Mb. I average only around 2.2 down and never get to 3, so I wonder if I should downgrade to the express package for the $5 savings. My current plan does qualify for ATT hotspot WiFi, but there are only 2 locations within about an hour of my house and not many more in the smaller cities I frequent. BFD.
