There are companies that constantly furlough and aren't going out of business. They just have large up and down swings of work. Manufacturing and Welding are two big ones. I'd imagine they would want to hire an HR person that is familiar with the process.

I could see it listed in a portfolio of HR skills. If this was a task handed to an employee and it took effort to successfully implement it, I could see the rationale. Edit the language though.

This is a necessary skill for an experienced HR professional.
If you were hiring someone in HR, wouldn't you prefer they have this experience already rather than figure it out for the first time on your legal dollar if/when you need the expertise?

I had a manager that said if he wasn't turning the staff over every year there was something wrong, meaning the low paid employees must be robbing the company if they weren't motivated to leave. He is probably now happily working this kind of HR position.
